Prometheus pulls metrics from your services rather than waiting for them to be pushed. Targets come from static configuration or service discovery, the samples land in a local time-series database, then PromQL turns them into the numbers you want. Alert rules evaluate on the same expressions, then hand anything that fires to Alertmanager for routing. It's a CNCF project under the Apache 2.0 licence.
Hosted metrics services charge by active series and by samples ingested, which quietly discourages the labels that make a query useful in the first place. Self-hosting removes that pressure. Cardinality becomes a memory question and retention becomes a disk question, both of which you can answer by resizing a server rather than moving up a tier. Prometheus is normally the collection half of a pair, with Grafana doing the drawing.
